Beyond Legislation: Redefining Environmental Stewardship Through Policy
How do policymakers in Helena, Montana balance environmental protection with the health needs of their constituents? This question lies at the heart of the ongoing efforts by the Montana Department of Environmental Quality (DEQ) to create a thriving, healthy environment for all Montanans.
Last May 11, 2024, my co-YSEALI fellows and I had the opportunity to meet with key members of the DEQ, led by Mr. James Fehr. The department’s mission, “to champion a healthy environment for a thriving Montana,” underscores the critical link between environmental stewardship and public health. This connection is evident in the diverse strategies employed by the DEQ, ranging from solid waste management to ensuring safe drinking water and reducing greenhouse gas emissions.
During our conversation with them, I asked them how they inform and engage various stakeholders, particularly marginalized and vulnerable communities. They mentioned that they utilize a multi-faceted approach to address this issue, including public outreach strategies, guidance on public participation, and regular public meetings. These efforts are complemented by a strong communications team that works to disseminate information effectively.
A cornerstone of the DEQ’s inclusive policymaking is the Justice40 Initiative, a federal program that aims to direct 40 percent of the benefits from climate, clean energy, and sustainable housing investments to disadvantaged communities. This initiative not only ensures that marginalized groups are not left behind but also actively involves them in determining program benefits and reporting outcomes.
Furthermore, the DEQ’s commitment to inclusive management is exemplified by its efforts to work closely with tribal communities, recognizing the unique perspectives and needs of these groups in environmental policymaking.
The work of the Montana DEQ illustrates the broader importance of policymaking in addressing environmental issues. By creating comprehensive strategies that consider waste management, water quality, and air pollution, policymakers can significantly impact public health outcomes. Moreover, the emphasis on stakeholder engagement and inclusive decision-making processes ensures that environmental policies are not only effective but also equitable.
Indeed, the efforts of policymakers in Helena, Montana can serve as a model for how environmental protection and public health can be harmoniously pursued through intentional, meaningful, and inclusive policymaking. As environmental challenges continue to evolve, such approaches will become increasingly crucial in creating sustainable, healthy communities for all.
